Pensana (PRE) - now to be listed solely in London after giving notice to de-list in Australia - is progressing towards establishing the world's first fully sustainable mine to magnet metal supply chain – materials for emerging industries including electric vehicles and wind turbines. The shares reached 120p early this year, since when the company has announced further progress towards its mine-to-magnet metal goal, but the shares are now lower. So what to do?...

The company has an 84% holding in the Longonjo rare earth project in Angola. A September resource update contained 2.3 times the Measured and Indicated resources used in a preliminary feasibility study and is with various update studies underway, including utilising an innovative process route which has the potential for lower capital and operating costs. However, the preliminary feasibility study already derived for the project overall even on a ‘Low’ case basis, payback of 17 months and EBITDA of $782 million with initial capital costs of approximately A$190 million. There is then also the 7,500 square kilometre Coola project, located 16 kilometres north of Longonjo in Angola, where sampling programmes have reported high grade rare earths in soils and there is further sampling and geological work. Towards the end of last month the company announced it has now submitted a planning application for a proposed rare earth oxide separation facility at the Saltend Chemicals Park in Yorkshire, towards its mine to magnet metal goal. Management key for us here is Chairman Paul Atherley who is a highly experienced senior resources executive and has completed a number of financings of resource projects in Europe, China, Australia and Asia. His remuneration last year totalled $0.73 million, including $0.44 million in options & rights and has 9,069,861 shares in the company.

At the end of December the company had $7.6 million of cash after a spend in the quarter of $3.2 million. As well as the Coola and rare earth refinery project work, technical programmes to support Longonjo feasibility and detailed engineering studies continued, with a large diameter drilling programme concluded in December and there 100 tonnes of mineralisation from the areas of proposed first mining for shipping to test facilities in Perth, Australia. At their current stages, there are the natural Longonjo and Coola development and exploration risks and the Saltend planning application is expected to take up to three months to review. There is then the funding and demand for all this – with the noted Longonjo capital costs and Saltend an estimated $125 million facility. However, there are significant prospective backers - including the Angolan Sovereign Wealth Fund which has a circa 23% shareholding here - and significant demand confidence given the unique potential and emerging potential customers.

The company stated towards the end of last year that it was looking to draw the various studies to a decision point in January and then looking forward to reporting on the capital requirements and the overall economics of the investment. With the Saltend planning application and Longonjo progress including mixed rare earth sulphate project design to facilitate the unique rare earth oxide production facility opportunity, we expect those to significantly build on the $782 million EBITDA-noted preliminary feasibility study. Ahead of further projects economics news and progress, we suggest on a risk/reward basis, a return to a 120p share price easily justifiable and 150p (a £305 million market cap)+ as the above plays out.
